The Cost of Going BackwardS: How Josh Kraft's Housing Proposal Would Devastate Affordable Housing in Boston

 

Executive Summary:

Josh Kraft’s proposal to roll back Boston’s Inclusionary Zoning (IZ) requirements to 13% — the level set under Mayor Walsh — and raise affordability thresholds to 120% of Area Median Income (AMI) threatens to undo years of progress. Under Mayor Wu’s leadership, Boston increased the inclusionary requirement to 20%, deepened affordability to 50–60% AMI, and created thousands of affordable homes. Kraft’s rollback would eliminate thousands of future affordable units,  raise rent by over $800 in affordable units, exacerbate racial inequities, and set the affordable housing movement back by at least a decade.
